Bill Toland, CADC, Named 2018 Oregon DUII Treatment Provider of the Year

William Toland, a Certified Alcohol Drug Counselor (CADC) at Cascadia’s Clackamas Health Center, was honored April 25th as the 2018 Oregon DUII Treatment Provider of the Year by the Oregon DUII Multi-Disciplinary Training Task Force for providing, supervising, and developing unique, effective, and efficient treatment programs within the community and state.

Bill’s background fuels his drive to give back to the community. With around 25 years of experience as a consumer of addiction services and state corrections commitments, he turned his life around on April 1, 2003. Making sure it would be his last time released from prison, he started school at Chemeketa Community College on the same day. Since then he has chaired the Recovery Association Project, worked as a community organizer, helped open an addictions and mental health drop-in center, now the Recovery Outreach Community Center (ROCC) in Salem, served as the ROCC Board of Directors President, and worked as a CADC since 2006.

Serving Cascadia first as an intern at the past Bridgeway location in Salem, Bill then worked at a variety of other Cascadia locations for six years. Since coming back to Cascadia in 2012, Bill has worked at Clackamas Health Center, almost exclusively treating the DUII population, while being on call for Foster Creek. Around two years ago Cascadia developed and started facilitating DUII specific programming and curriculum, which Bill helped to create.

As a CADC Bill works with clients individually and as groups to help them make choices that enhance their lives and reduce the likelihood they will have another DUII offense in the future. He has also volunteered his time since 2014 to supervise other clinicians working towards credentialing for their CADC licensure and supervised interns for Portland Community College and Chemeketa Community College since 2005.

Nominated by his supervisor Stephanie Garneuax, Bill’s hard work and extraordinary enthusiasm saves lives. He received the award at the DUII Multi-Disciplinary Impaired Driving Training Conference at Seven Feathers Casino and Resort in Canyonville, Oregon. For the past five years, Bill has made it a point to attend the conference and says it has enhanced his work and developed his understanding of DUII and the laws.

The Oregon DUII Multi-Disciplinary Training Task Force, dedicated to identifying impaired driving training needs for all disciplines, has been recognizing people in various disciplines of DUII training, enforcement, prosecution, treatment, and prevention through these annual impaired driving awards since 1995.​
